What is the Personal Care Attendant Program?
The Personal Care Attendant (PCA) Program is a "consumer directed" program funded by MassHealth. Consumers assume the responsibility for hiring their own personal care attendants (PCAs) to meet their specific care needs.

PCA services are based on a person's medical need for hands-on physical care. This includes bathing, toileting, dressing and feeding, as well as housekeeping and cooking as needed.
Who is eligible for PCA Services?
The Consumer must live in one of the 28 PCA coverage area communities listed below.
  • 14 communities in the BayPath coverage area: Ashland, Dover, Framingham, Holliston, Hopkinton, Hudson, Marlborough, Natick, Northborough, Sherborn, Southborough, Sudbury, Wayland and Westborough
  • The PCA Program also covers consumers in 14 additional communities: Acton, Bellingham, Boxborough, Canton, Maynard, Medfield, Medway, Millis, Needham, Norfolk, Stow, Walpole, Waltham and Wellesley.

Services are open to Medicaid/MassHealth eligible Consumers, regardless of their age.

The Consumer must have a permanent or chronic disability. The consumer must require physical assistance with two or more ADLs. The Consumer's physician must prescribe PCA services.

Who pays for Personal Care Attendants?
MassHealth reimburses the work done by Personal Care Attendants based on the amount of time approved.

How does the PCA Program work?
The PCA Staff at BayPath will evaluate all client referrals.  This information is then submitted to MassHealth for approval. Following approval, BayPath Staff work with the Consumer, providing instruction and support on the selection, hiring, training and managing of their PCA Attendant.

The consumer submits bi-weekly time sheets for the PCA services completed and a Fiscal Intermediary issues the paycheck. The Consumer must be able to manage the program independently or have a Surrogate who is willing to assist them.
